Is it okay to post a Youtube video's embedded HTML code to a site? Will this break any rules?

I don't see why not. There are already plenty of web browser addons that show you the HTML5 video instead of Flash. I don't think that they have the right to restrict you on something like that unless Youtube specifically says that you can't. If you made the video yourself, Youtube shouldn't have much to complain about.

If the user has embed enabled on their videos then by all means go ahead and put it on your website. You just can't claim that you made the video.
