What is the best VOIP Service?

My personal favorite is Skype, also. A lot of people overseas use MagicJack and love the service, since it allows for a one time fee for unlimited use the entire year.

The quality of any VOIP service is your internet connection. Even Skype and MagicJack and Google degrade with your connection. The new Google Call makes it cheap and easy to call (free to U.S.). Just keep in mind, the weakest link is your internet connection (or whatever else you're doing with it at the time) to degrade the call.
