I able to connect to a FTP folder I setup in Windows Server 2008 through Dreamweaver and a client called Fetch and I can read & write. But, when I connect through Finder I can only read. I also set up an SMB connection and I can read & write through that connection in Finder. It isn't a big deal, since I can do it in other programs or through SMB, I just wanted to know why I can't write in Finder.

Finder has crumby old FTP support, it has always been this way. I believe part of the issue is competitive, so that the Finder isn't the best solution, Apple hopes you will go off and find a 3rd party app for the task. Mac OS X does have 100% support of FTP through it's frameworks as well as having both a built-in FTP Server and the ftp command line program most nix* users come to love. There is no specific reason why the Finder would have little support besides what I said above and that Apple may be trying to sway users into using a different alternative like AFP or webdav.
I personally prefer Flow as my FTP client, it's a beautiful well constructed application with many features, however it's commercial. For a free FTP client, CyberDuck wins hands down.
