Sony Vegas and Adobe Premiere Elements have great reviews. They sound just what you're after; take your pick. |

If you want full-on professional software, go the way of something like Avid or VT. Avid is the industry standard for Windows based nonlinear editing. VT, or as it use to be known as VideoToaster, is a secondary standard mostly used for broadcast television.. though they have a full suite of tools for nonlinear editing. Both Avid and VT are real time based products, in other words.. no rendering.. no wait times.. it's all live. If you're looking for a cheaper solution, Adobe Premiere Pro would be a good option. It's on par between Final Cut Express and Final Cut Pro on the Mac side. It's fairly good for the price, but not necessarily the best in the business. Sony Vegas is another option, Vegas began as a audio based editor and eventually became a full nonlinear video based product. It's an interesting program, and not to bad for the price. Here's the listed pricing, however you can normally find discounted prices on all of it just like when you shop for a car:

I was just about to ask the same question! :D
