you can use any text editor. write the code, and save it as whatever.html/css

I like to use the plain text editor. I don't think all that extra stuff is really all that good, so I just use a plain text editor.

Syntax highlighting is VERY useful for finding bugs in your code and just seeing it a bit more clear.

When I started coding I used just a plain text editor, so I'm actually kind of used to not having any highlighting. But I do agree it is useful.

I use TextWrangler, the best free Text Editor on the Mac (imo). With TextWrangler, Webki nightly builds, and Pixelmator (for graphics), I have an entire web development suite. It's all I need.

When I work on a Mac, my program of choice for any editing is Coda. Has built in FTP and all that jazz.

Espresso is my editor of choice. Lightweight, feature rich, FTP client included, it's just brilliant.

Edit : Sorry, didn't see you want one that's free. In that case, TextWrangler is pretty nice, and SeaMonkey from Mozilla is an alright option. But never underestimate the power of textedit!
