What is the best way to dry a piece of paper?

Depending what type of paper it is and how important it is I have used a iron before, worked rather well to dry paper quickly.

you want something that is very dry and allows for ventilation while being able to apple an even amount of pressure over the entire sheet. this will prevent wrinkles as the paper dries. and depending on the quality, you can iron it to remove any additional wrinkles if any.

Just put it in an oven for like a min and then take it out.

If you want it to remain flat you have to use some combination of heat and pressure - iron it, put something heavy (and waterproof) on top of it and let it dry, etc. It's really not ever going to come out perfect again unless you put it back through the rollers it was made on in the first place :P
