Ever since I bought my new Gateway computer, my videogames have occasionally had these horizontal lines running though the screen when the video start getting fast-pased. Is this a problem with the graphics card, or the highly under powered power supply (a 300W power supply for an ATI Radeon HD 5570). It has been slowly getting worse, and I am wondering if I should be only focusing on getting the new power supply, or a new power supply and a new graphics card.

try turning down the anti-aliasing in CCC. It's been known to cause funky crashes like that. Well, depending on driver. I'm not too sure if it was fixed. Is ati overdrive enabled? They don't overclock too well anyways.
