I change icons on occasion not just on my computer but my iPhone as well. I use a program on my Mac called Candy Bar and I download themes from various sources. I can SSH into my iPhone and replace the stock icons with better looking icons.

I don't use em, have done it in the past but Apple already has the most beautiful icons I can imagine.

Windows = OK Icons. I use some custom ones from http://dryicons.com/ All free :D

I used to on my old computer, but not anymore. I used the IconFactory when I did, though.
