I'm looking at building a new PC, but I don't know how much to spend on each part. I'll be using Adobe Premiere to edit.

So if I buy a graphics card for the computer and use it when editing video does the card need to be on the list of cards that support GPU acceleration or whatever for the GPU to even be used at all when editing video?

The actual video processing is very CPU dependant. While actually editing the video some fast RAM will also come in very useful.

The GPU has very little to do with the video editing in comparison to the CPU

It really depends what sort of GPU you have. If you have the right one(s) and the right software, the GPUs will do a significant amount of the grunt work.

Both. Mainly CPU but both is useful. GPU is more useful if you are doing 3D work. RAM is really what you need.
