Since Facetime can only be used over a WiFi network you won't be using up your inclusive minutes. If you make a phone call it connects to the 3G network which will use your minutes, since Facetime is WiFi only it won't use your minutes.

The only thing you will have to pay for is WiFi, but nowadays public WiFi is available almost everywhere.
